Build the City of Kowloon. 

Place Buildings by Left-Clicking. Rotate around the map with A/D and Zoom  with W/S and Mousehwheel. Rotate Buildings with Q/E.

Correct Building Placement will provide extra time while incorrect building placement will reduce time.
